1. Call to Order
2. Adjournment of the HCAOG Board; Convening of the Policy Advisory Committee (PAC)
The PAC convenes to include representation from Caltrans and Humboldt Transit Authority (HTA)
Board for items specific to transportation.
3. Presentations
a. Triennial Performance Audits (encl) - LSC Transportation Consultants Inc. (LSC) will give a presentation reviewing their findings from the Transportation Development Act (TDA) Triennial Performance Audits for Fiscal Years 2019-20 through 2021-22.
b. Broadway Pop-up Demonstration Report- Caltrans staff will report on the recent pop-up infrastructure demonstration along a section of Broadway and will explain the installation and discuss responses received from the community.
c. “Creating the Grove” (3 Videos, 5 minutes each) - The PAC will view the 3-part video series showing the need, vision and occupancy of Creating the Grove, the 60-unit affordable housing project in Arcata. The videos were produced by Lynette Nutter and David Ferney for Arcata House Partnership and funded as part of the REAP Multimedia Grant awards.

5. Consent Calendar
The PAC will consider approving the following item(s), considered to be routine, with a single motion.

a. Approval of Meeting Record (encl)- May 18, 2023
b. FY 22-23 Regional Surface Transportation Program (RSTP) Policy and Allocations (encl) - The PAC will recommend that the HCAOG Board approve the FY 2022-23 RSTP Policy and Allocations.

7. Action Items
a. Humboldt Bay Offshore Wind Heavy Lift Multipurpose Marine Terminal project Notice of Preparation (NOP) Comment Letter (encl) - The PAC will consider recommending that the HCAOG Board approve the submittal of a comment letter on the Humboldt Bay Harbor, Recreation and Conservation District's NOP regarding port development related to the heavy lift multipurpose marine terminal project.

Requested Action: By motion, reconvene as the HCAOG Board and approve PAC
recommendations.
